That the agenda be approved as printed.

That the minutes of the Regular Council meeting dated February 6, 2024 be adopted as presented.

That Council receive the minutes from the Environmental Advisory Committee dated February 1, 2024, the Library Board dated November 29, 2023, and the Committee of Adjustment dated January 16, 2024 for their information.

That the Council meeting be suspended at 1:03 p.m. in favour of a Public Meeting pursuant to the Planning Act, R.S.O. 1990.

That the Council meeting be reconvened at 1:22 p.m.

That Council receive the report from the Planner regarding Zoning By-law Amendment File No. 23-22 (Crann); and further That Council direct staff to prepare a zoning by-law amendment to authorize the construction of the proposed garage/storage building in a Shoreline Residential (SR) Zone having a floor area of 233 m² (2,400 ft²) and a height of 4.9 m (16 ft) to 7.62 m (25 ft).

That Council receive the report from the Planner regarding Zoning By-law Amendment File No. 23-23 (1816450 Ontario Inc.); and further That Council support Zoning By-law Amendment File No. 23-23.

That Council receive the report from the Planner regarding Zoning By-law Amendment File No. 24-01 (Travaglini); and further That Council support Zoning By-law Amendment File No. 24-01.

That Council receive the presentation from Luciano P. Piccioni, President, RCI Consulting regarding Buckhorn Community Improvement Plan (CIP) Review and Update for their information.

That Council receive the delegation from Kevin M. Duguay, KMD Planning Inc. regarding Application for ZBA (Tibsharani) - Fortesque Lake (22-29) (Item 10.4.1) for their information.

That Council receive the report from the Director of Public Works regarding New Dedicated Mechanics/Recreation and Facilities Project Project Update #2 for their information.

That Council receive the report from the Planner regarding Application for ZBA (Tibsharani) - Fortesque Lake (22-29); and further That Council support Zoning By-law Amendment File No. 22-29; and further That Council defer approval of the Zoning By-law Amendment pending an executed encroachment agreement for the use of the unopened road allowance for access, parking and the existing access stair and an executed site plan agreement.

That Council receive the report from the Director of Building and Planning/CBO regarding Building Code Act - Annual Reporting; and further That Council direct staff to make the attached annual report on building permit fees available to the public, as required by subsection 7(5) of the Building Code Act, by posting a copy on the Municipal website.

That Council receive the report from the CAO/Treasurer and approve the 2024 Budget.

That Council receive the report from the CAO/Treasurer regarding Ontario Regulation 284/09 - Annual Requirement for their information.

That Council receive the report from the Economic Development/Marketing Coordinator regarding the Rural Transit Solutions Fund; and further That Council direct staff to apply for the Rural Transit Solutions Fund with a proposed project to create a Phase 1 mobility hub at the Buckhorn Community Centre.

That Council receive the report from the Deputy Clerk regarding Council Expenses for January 2024 and authorizes payment.

That Council receive the report from the Director of Corporate Services/Clerk regarding 2023-2027 Multi-Year Accessibility Plan - 2023 Annual Status Update for their information.

That Council receive Correspondence for Action Items 12.1, 12.3, 12.4, 12.5, and 12.6 for their information.

That Council receive the correspondence from Baker Tilly regarding the Audit Planning Report; and further That Council authorize the Mayor and Deputy Mayor to execute the acknowledgement on behalf of Council.

That By-law B2024-017, being 'A by-law to amend By-law No. B2014-070 otherwise known as "The Municipality of Trent Lakes Comprehensive Zoning By-law"', be read a first, second and third time and passed this 20th day of February, 2024; and further That By-law B2024-016, being 'A by-law to amend By-law No. B2014-070 otherwise known as "The Municipality of Trent Lakes Comprehensive Zoning By-law"', be read a first, second and third time and passed this 20th day of February, 2024; and further That By-law B2024-018, being 'A by-law to adopt the 2024 Budget for the Municipality of Trent Lakes', be read a first, second and third time and passed this 20th day of February, 2024; and further That By-law B2024-019, being 'A by-law to provide for the adoption of tax rates and to further provide for penalty and interest in default of payment thereof for 2024', be read a first, second and third time and passed this 20th day of February, 2024.

That Council receive the report from the Director of Corporate Services/Clerk regarding 2024 OGRA Delegation Requests; and further That Council direct staff to request delegations for the 2024 OGRA Conference to the Ministry of Infrastructure regarding Infrastructure Funding.

That Council go into a closed meeting at 3:14 p.m. under Ontario Municipal Act, S.239 (2) (b) (d) to discuss personal matters about an identifiable individual, including municipal or local board employees; and labour relations or employee negotiations.

That Council rise from the Closed Meeting at 3:36 p.m.

That the minutes of the Closed Meeting dated February 6, 2024 be adopted as presented.

That By-law B2024-015, being 'A by-law to confirm the proceedings of the Regular Council meeting held on February 20, 2024', be read a first, second and third time and passed this 20th day of February, 2024.
